Why now · Mexico, 2026
The grid can no longer keep up. The law now allows you to generate at your plant.

The grid
alert and 49 emergency declarations on Mexico’s national power system in 2024.1
without power per user, on average, in 2024.1
of industrial parks reported supply failures in 2023.2

02
The law
- Mar 18, 2025DOF · Electricity Sector Law
Mexico’s 2025 Electricity Sector Law allows any large consumer to generate its own power on site, including cogeneration and storage; from 0.7 MW, with a generation permit from the CNE, Mexico’s National Energy Commission.4
- Dec 22, 2025DOF · Energy Sector Program
CFE itself will install 2,216 MW of batteries between 2025 and 2030.7
- Apr 16, 2026DOF · CNE storage provisions
A battery system inside your plant does not require a storage permit if the energy is used only in your plant.5
- May 8, 2026DOF · Self-Consumption One-Stop Shop
For self-consumption plants of 0.7 to 20 MW, the Self-Consumption One-Stop Shop (Ventanilla Única de Autoconsumo) coordinates the filings, and the CNE rules on the generation permit within a maximum of 30 business days.6

What it means for your plant
The grid will not grow at the pace of your plant, and every outage or voltage fluctuation costs production and equipment. The law now permits the alternative. ENEGRIN designs, finances and operates it: your own stable, high-quality power, measured with CFE’s formulas. Under the shared-savings model, the client does not invest.
